
The conversation happens more often than you would think.
A safety head walks into a vendor meeting confidently. "We're building it ourselves," they say. "It'll fit our workflow perfectly. Our team knows our hazards better than any software vendor."
They are not wrong to want that. In process safety, context matters enormously, the specific hazards of your facilities, the quirks of your permit-to-work process, the way your teams report near misses versus how they'resupposed to. Off-the-shelf software often feels like a compromise.
But here's what the same conversation looks like eighteen months later.
The system works. Sort of. The backlog of fixes and feature requests never really ends. The tech team, brilliant, stretched thin, keeps deprioritizing safety enhancements in favor of whatever the business needs this quarter. AI capabilities, which leadership now considers table stakes, turn out to be far more expensive to build and maintain than anyone budgeted. And somewhere along the way, the safety team started spending more time writing requirements documents than running safety programs.
This is the build vs. buy trade-off that nobody fully price-tags at the start.
What Gets Underestimated Every Time
When EHS leaders and their IT counterparts build the initial business case for in-house safety software, they typically model the obvious costs: developer time, infrastructure, licensing tools. What they consistently underestimate falls into four categories.
Time-to-value. A custom build projected to take six months routinely stretches to twelve or eighteen. In the interim, the safety problems the system was meant to address don't pause. Near misses go untracked in spreadsheets. Inspection data lives in email threads. Every month of delay is a month of risk exposure that wasn't in the original cost model.
Ongoing maintenance and technical debt. Software built for a specific moment in time starts aging immediately. Every process change, every new regulation, every acquisition or site expansion requires developer hours. Those hours compete with every other IT priority in the business, and safety features, which don't directly generate revenue, are rarely at the top of the queue.
Integration complexity. Safety data doesn't live in isolation. It connects to HR systems for workforce data, ERP systems for permit and asset management, IoT sensor feeds, incident investigation platforms, and increasingly, AI analytics layers. Building and maintaining those integrations is a substantial ongoing engineering burden that rarely gets fully costed upfront.
The AI gap. This is where the calculus has changed most dramatically in the last two years. Safety teams increasingly need predictive risk modelling, anomaly detection in sensor data, and intelligent pattern recognition across incident records. These aren't features you bolt on. They require specialized ML expertise, large training datasets, and continuous model maintenance. For most in-house teams, the cost and complexity of building genuine AI capability into a safety platform is prohibitive.
The Change Request Trap
Here's a scenario that plays out repeatedly in organizations that have gone the build route.
A field supervisor identifies a gap in the near-miss reporting workflow. A simple change; a new field, a revised approval step, a smarter notification trigger. In a purpose-built safety platform, that's a configuration change that takes hours. In an in-house system with no dedicated software team, it becomes a change request that joins a queue. The queue is managed by an IT function that is simultaneously supporting finance, HR, operations, and a dozen other business priorities. Safety's request; reasonable, clear, genuinely important, waits.
Weeks pass. Sometimes months. The gap in the workflow that prompted the request continues to exist. And the safety team, unable to move the system forward at the speed the work demands, finds workarounds; manual processes, parallel spreadsheets, informal communication channels, that quietly undermine the very standardization the software was meant to create.
This isn't a failure of intent. It's a structural problem. Safety software requires continuous iteration to remain effective, and continuous iteration requires dedicated capacity. Most organizations that build in-house discover, too late, that they budgeted for a build but not for a product team.
"We Can Just Vibe-Code It"
The rise of AI-assisted development has introduced a new variation on this problem, and it's worth addressing directly.
It's now genuinely possible for a non-developer to use AI coding tools to prototype a feature in an afternoon. A new dashboard, a modified form, an additional data field, these can be roughed out quickly, and the results can look convincing. The temptation is to treat this as a solution to the change request bottleneck: if features can be generated this quickly, why not empower the safety team to build what they need?
Here's why that logic breaks down in practice.
Generating a feature and deploying it safely are two entirely different things. Once a prototype exists, it still needs to be integrated into the existing system architecture without introducing conflicts or regression errors. It needs to be stress-tested under realistic load conditions because safety-critical systems that fail at the wrong moment aren't just inconvenient; they're dangerous. It needs security review to ensure it doesn't introduce vulnerabilities, especially if it touches sensitive incidents or personnel data. And it needs validation from both a technical engineer who understands how the system behaves, and a functional safety professional who understands how the workflow is used in the field.
That last point is often overlooked. A feature that looks right in a sandbox can behave unexpectedly when real users interact with it under real operational pressure. Catching those failure modes requires deliberate testing by people who understand both the technology and the safety context, a combination that is genuinely rare and genuinely valuable.
So, while AI coding tools have lowered the barrier to generating code, they have not lowered the barrier to deploying it responsibly in a safety-critical environment. The finishing work; integration, testing, validation, sign-off; remains as demanding as it ever was. In some ways it's more demanding, because the speed of generation creates pressure to move faster than the testing process should allow.
The Hidden Opportunity Cost
There's a cost that doesn't appear on any spreadsheet, but it may be the most significant one: what your safety team stops doing while they're managing a software project.
Writing requirements documents. Reviewing test cases. Attending sprint reviews. Following up on bugs. Explaining why a feature that seemed simple is taking three weeks. Validating vibe-coded prototypes that weren'tquite right.
These are hours that should be going into hazard identification, safety leadership training, incident investigation, and contractor management. The EHS function doesn't have the headcount to absorb a perpetual software development cycle without something else giving way.
And when the team finally does get the system, they specify, the one built exactly to their workflows, they often discover that the workflows themselves have evolved. The process that needed digitizing six months ago looks different now. In fast-moving operational environments, by the time a custom build is ready, the problem has shifted.
When Building Makes Sense
This isn't an argument that custom development is always wrong. There are scenarios where it's the right call.
If your safety processes involve genuinely proprietary methodologies or IP that you have strategic reasons not to share with a third-party vendor, building may be justified. If your operating environment is so specialized, certain sectors of nuclear, defense, or highly regulated petrochemical operations, that no commercial platform comes close to your requirements; a custom build may be the only viable path.
But these cases are rarer than they appear in the early stages of the conversation. What usually sounds like "our workflows are too unique for off-the-shelf software" is often a failure to properly evaluate what modern platforms can do.
Pressure-Testing the Build Decision
Before committing to an in-house build, EHS leaders and their stakeholders should rigorously interrogate two questions.
What is the total cost of ownership over 36 months? Not just the build cost, the maintenance cost, the integration cost, the opportunity cost of tech team bandwidth, the cost of delayed AI capability, and the cost of slower time-to-value. Map it out honestly and include a realistic estimate of how many developer hours per month the system will consume once it's live. Then add a line item for change requests, because there will be many.
What is the realistic time to meaningful safety impact on the ground? Not time to launch, time until your frontline workers and safety managers are actually using the system in ways that change safety outcomes. Every month between now and that point is a month of continued risk exposure.
If the answers to both questions are uncomfortable, that's not a reason to abandon the project. It's a reason to widen the evaluation and genuinely compare what a mature SaaS safety platform would cost and deliver on the same timeline.
What Modern Safety Platforms Now Offer
The commercial safety software market has matured considerably. The gap between "built for us" and "built for everyone" has narrowed in ways that weren't true five years ago. The Real Risk of Getting This Wrong
In most software decisions, a wrong call is expensive and frustrating. In safety software, the stakes are different.
A system that's perpetually six months from being ready, or that can't be updated fast enough to reflect operational reality, isn't just a technology problem. It's a safety governance problem. The data that should be driving proactive risk management is sitting in a backlog somewhere, waiting for a developer to find bandwidth.
The safety leaders who are most candid about this say a version of the same thing: "We're proud of what we built. But we need something that moves as fast as our risk does."
That's the question worth sitting with before the build decision is made.
Before You Start the Requirements Document
